The Parliament of Einsenland (Einsen: Bundesversammlung, "Federal Assembly") is the bicameral national legislature of the Einsenland Republik. It consists of the Volksrat (People's Council), the lower house, and the Landesrat (State Council), the upper house. The parliament meets in the Bundeshaus (Federal House) complex in central Eisenstadt.

Structure

Volksrat (People's Council)

The Volksrat is the primary legislative body with 320 seats. Members (Volksräte) are elected by citizens through a mixed-member proportional representation system for four-year terms.

Electoral system:

  • 160 seats allocated through single-member constituencies (first-past-the-post)
  • 160 seats allocated through proportional representation from party lists
  • 5% electoral threshold for party list seats
  • Voters cast two votes: one for a constituency candidate and one for a party list

The Volksrat holds primary legislative authority:

  • Initiates and passes federal legislation
  • Approves the federal budget
  • Elects the Chancellor by majority vote
  • May pass a vote of no confidence against the Chancellor

Landesrat (State Council)

The Landesrat provides representation for the seven federal states. Each state sends 10 delegates, for a total of 70 seats. Delegates are appointed by their respective state governments and vote according to state government instructions.

The Landesrat must approve legislation in the following areas:

  • Matters affecting state sovereignty
  • Constitutional amendments (requires two-thirds majority in both chambers)
  • Revenue sharing between federal and state governments
  • Changes to federal-state administrative boundaries

Legislative process

  1. A bill (Gesetzentwurf) is introduced in either chamber
  2. Committee review and public hearings
  3. Debate and vote in the originating chamber
  4. Review and vote in the second chamber
  5. If disagreements arise, a Mediation Committee (Vermittlungsausschuss) seeks compromise
  6. Approved legislation is signed by the President and published in the Federal Law Gazette (Bundesgesetzblatt)

The current governing coalition (since 2023) consists of the DA–GLV–FD alliance with a combined 154 seats (48.1%), relying on legislative agreements for majority.

Bundeshaus

The Bundeshaus (Federal House) is the parliament building complex located on the Republikplatz in central Eisenstadt. The main building, completed in 1925, features a neoclassical facade with modernist interior renovations completed in 2003. The building's distinctive dome, topped with the republic's emblem in gilded bronze, is one of Eisenstadt's most recognizable landmarks.
